ARTICLE 1 -- City Positions ### Resident and/or Builder ### 1.1 - As soon as you own land in SW City, unless it is a special advertising lot, you become a resident/builder of SW City. In the case of SW City engulfing another person's build during expansion and the person is not a SW City resident, SW City must ask this person if they mind being added to the resident listing. If they do not respond within two weeks, they shall be added to the citizen listing regardless. A resident own plots of land throughout the city. There are 3 types of lots. Standard Lots, Public Building Area Lots, and Custom Lots. 1.1.2 - Standard lots are scattered throughout the city and are placed wherever the landlord wants to put it. 1.1.3 – Public Building Areas are special areas of the city that have a specific theme or environment such as a forest or a mountain. The plots of land in the Public Building Area are scattered throughout the environment. In most cases, Public Building Areas do not have roads and the plots of land are not the same size or in a pattern (a grid-type format). 1.1.4 - Custom plots of land are areas of land that residents ask for, including the location and size. Residents are free to ask for as many lots are they want to. ### Collaborators ### 1.2 - People who have city jobs but do not have a higher position like a Proprietor or Manager are called Collaborators. If the job is for the entire city then it is a city job and the collaborator becomes an SW City Staff member. If the job is for a district only, then it is a district job and the collaborator is not part of SW City Staff. ### Proprietors & Suburbs ### 1.3 - Proprietors own a Suburb, also known as a personal sector. A suburb is a very large plot of land. The Proprietor can get an small expansion whenever he or she needs to provided it is reasonable. The host Governor must supervise a Proprietors land usage. Suburbs get some city advertisement and publicity. Proprietors also get a share of potential/incoming AW citizens. Proprietors must graduate from the SW City Builders' Academy before their Suburb can be considered for Subcommunity status. ### Managers & Subcommunities ### 1.4 - If a Suburb does well and the Proprietor meets the subcommunity requirements, his or her Suburb can be promoted to a Subcommunity with a unanimous vote from all core staff members. Subcommunities can expand infinitely without anyone's consent. The Manager of a Subcommunity may host a new Suburb only if the Governor of the host District approves. ### Governors & Districts/ Subcommunities ### 1.5 - Governors are District Owners. All Governors are also Managers of the capital Subcommunity of the district they are in. Governors may begin new Suburbs or appoint Viceroys without consent of the Core Staff. Governors may also start new programs of their own. If inappropriate, said programs may be cancelled by a Core Staff vote if another Core Member initiates one. ### Mayor ### 1.6 - The Mayor has the same rights and privileges as a Governor. The Mayor has special rights during meetings, which are described in more detail in Article 2.7. If a city job is vacant, the Mayor takes on its responsibilities. ARTICLE 2 -- City Staff ### Core Staff ### 2.1 - The Mayor and Governors of the City and its Districts make up the Core Staff. Core Staff are profiled on the SW City Website. The Core staff may only consist of up to 5 members. ### Secondary Staff ### 2.2 - Collaborators, Proprietors & Managers are the Secondary Staff. Managers are profiled on the SW City Website. ### Resignations ### 2.3 - Collaborators: Upon resignation, a Collaborator gives up all rights and privileges afforded a Collaborator and that of a Secondary Staff member. The vacant position is then available for hire again unless otherwise noted by the Mayor. 2.4 – Managers & Proprietors: Upon resignation, a Manager or Proprietor gives up all rights and privileges afforded a Manager and/or Proprietor and that of a Secondary Staff member. Their land remains part of its district. If a Manager or Proprietor is reappointed to his position, they may resume the governing of their previous lands. 2.5 - Governors: Upon resignation, the Governor gives up all rights and privileges afforded a Governor and that of a Core Staff member. The Core Staff shall appoint a replacement. Until a replacement is made, the Mayor shall appoint another Governor to supervise the former Governor’s District. The old district is merged into the appointed Governor's land (district). Should a new Governor be appointed for replacement, he or she may or may not take over the abandoned district which will be decided on a case by case decision by the core staff and new Governor. 2.6 - Mayor: Upon resignation, the Mayor gives up all rights and privileges afforded the Mayor ship. He or She may bestow Mayor ship upon one whom he or she deems worthy. The Mayor may step down to a Governor position. ### Meetings ### 2.7 - Any Core Staff member may call for a meeting using any means possible. It is each SW City Staff member’s own responsibility to show up for the meeting. If they cannot attend, they must obtain a chat log or outline of the meeting from someone who did attend. If any Vote is initiated, the Mayor may choose the voting protocol, either a unanimous or majority vote among either the SW City Staff or only Core Staff members. Meetings may take place in AW or the Government message board on the SW City Website. The Mayor is responsible for voting deadlines. All votes received after the vote deadline must be voided. ARTICLE 3 -- Obtaining Positions and Promotions ### Personality ### 3.1 - In order to take on a city position, certain personality attributes must be present. Generally, the person must be easy to get along with, does not start fights or cause trouble and restrain from ridiculous overuse of vulgarity. ### Building Skills ### 3.2 - Since we thrive to make SW City a beautiful place, and SW City Staff members own most of the buildings in town, certain standards of building must be met. The standards increase for each position upon the government hierarchy. Proprietors are expected to have basic building skills in that they know how to avoid unsightly cracks and overlaps, know how take advantage of cell space, know how to be creative when building, and enjoy building. Managers must have the previous as well as know how use advanced AW commands, have close attention to details, complete their builds in an efficient, skillful, yet expedient manner, and demonstrate efficient use of land. ### Residential Management ### 3.3 - This applies to promotions only beginning from Viceroy. Since residents also own a good deal of your land, you must not let them get out of hand. Viceroy, Proprietors, Managers and Governors if needed should encourage a resident to finish their build. They should also keep an eye on what the resident is making to make sure it will fit in well with the surrounding area. The SW City Staff should provide minor training if needed and/or forward new residents to the SW City Builders' Academy Website and Campus. ### SW City Builders’ Academy ### 3.4 - All new SW City Staff members must have graduated from the SW City Builders' Academy. ### Commitment and Time ### 3.5 - The more committed a person is to his or her area of town, the better chances they will be promoted to a higher SW City Staff position. We discourage SW City Staff members from frequently building outside of SW City since it greatly slows down development of their area. Ownership of a different town, which is not related to SW City, is prohibited. Since competition for Suburb ownership is usually high, your time spent in SW City will give you a big boost towards gaining a promotion. ARTICLE 4 -- City Programs ### SW City Census ### 4.1 - The SW City Census is maintained once every year in the month of January. The Core Staff must approve the Census unanimously. It must then be posted in a public place either on the SW City Website or within SW City proper. Each Core Staff member is responsible for gathering Census data about their respective Districts. Said Census data must contain each resident’s Citizen Number as well as a Name they are or were known as. Each Core Staff member may maintain a private census all year round to reduce workload in January. The Census must be approved by January 31 of each year. ### Viceroy Program ### 4.2 - The Viceroy Program applies only to the Districts that have adopted it. The choice whether a district will participate is up to the Governor of each District. Viceroys are special residents that appointed above average sized plots of land and the right to distribute it to new residents or current ones. Viceroys are not part of the SW City Staff. Expansions on the Viceroy plot are very limited and somewhat small. Viceroy lots get no special city advertisement. In most cases the Viceroy Program is designed to give the Viceroy a chance to work around SW City and to get involved and to get to know the SW City Staff. The Viceroy program is like a special Suburb training session. ### Scout Program ### 4.3 - Scouts are people who handpick builders from around the Active Worlds Universe, other Universes, or similar programs and invite them to visit SW City and potentially become a resident. Scouts are a District Program and therefore applies only to the Districts that have adopted it. ARTICLE 5 -- Establishment of the Scarabian Republic ### Establishment Clause ### We, the undersigned proclaim upon this ninth day of July the establishment of the State of the Scarabian Republic. It shall respect the sovereignty of any other entity, virtual and non, as long as its sovereignty is respected in return and will defend herself when needed. This Republic shall stand firm upon the ideals of Democracy and shall forever uphold the basic human rights of life, liberty, and freedom. ### Colonies ### 5.2 – Interested residents of SW City may ask to start a Colony of the Scarabian Republic. A Colony is a town outside of SW City borders located along the Planetary Waterways that ultimately connect to Irenic Ocean. The Colonies follow SW City Government. Said Colonies must contain one District and one Subcommunity and once more developed may create more Subcommunities, Districts and begin suburbs as seen fit by its mayor. SW City will be deemed the Capitol of the Scarabian Republic. Anyone interested in owning a Colony must be granted a Colony Charter by the Mayor of SW City. The new Colony Owner must know the SW City Government very well as he or she will be running a copy of it. No Colony’s resident census will include other colonies. A Colony’s main benefits are that of a larger community and ways for people to get involved with SW City, as well as world expansion, shared events, and more building opportunities. ARTICLE 6 - Closing, Acceptance, and Signatures We, the undersigned do hereby approve this Charter and all the rules and regulations within It, insofar as that It is the basic law of the City.
